Owen Santora was born on January 15, 1998, in Los Santos. Owen grew up in a moderate-income household. He was the youngest of a bunch of three children. Owen's father, named Daniel, worked as an accountant in one of the largest banks in Los Santos. His mother, Helen, was a housewife.

Owen's school experience was like the rest of us. He had no significant troubles growing up and maintained his grades quite well. After he graduated from Hawick High School in 2016, he got into Sullivan University. And in August 2016, Owen moved to Louisville, all set to dive into college life and pursue a bachelor's degree in hospitality management.

Owen was super excited to dive into the world of catering and hostelry management. He spent three years in Louisville, really delving into the industry. After graduating, Owen returned to Los Santos and had a few months to chill with his family. As part of his degree program, he even got to do an international student exchange in Europe to expand his knowledge of food and beverages.

After his return to LS, Owen worked at the Gentry Manor, finding a work placement as a headmaster. Four years later, Owen decided to return to the classic restaurant industry and started working as a head bartender at Lagoon. He stayed at Lagoon for one month before the spa closed its doors due to bankruptcy. After a few days, Owen found a new job at Bay City Avenue as a junior manager. The constant pressure had eventually worn him out, and he moved to another place, where he worked for one of his friends named Sofia Adriani.

After a couple of years of work in the catering industry, Owen decided to move on to a new career after burning out due to overpressure at work. He then considered transitioning to a different job. After a few months of reflection, Owen asked his friends, working as peace officers, about their work. He then decided to go on career fees and get more information about this type of employment. After a month of reflection, Owen decided to apply to the State Fire Marshal due to the variety of mission and experience the department could offer him and the similarities with his last profession, such as being close to the community and meeting up with different citizen. Lastly, one of the points that made him apply to the State Fire Marshal was the likeness of hierarchy compared to his former profession.
